CDPF stresses barrier-free residence renovation for severely disabled

The China Disabled Persons' Federation (CDPF) recently issued a notice that requires local federations to attain the task of barrier-free renovation for registered people with severe disabilities in 2020 and help lift them out of poverty.

The notice points out that the barrier-free renovation project is important in helping people with disabilities win the battle against poverty and in improving their quality of life.

The federations at all levels should focus on solving the actual problems and meeting the special needs of people with disabilities during this anti-pandemic period.

No one should be left behind. The document stresses that federations should carry out door-to-door visits and telephone surveys to check the basic information of registered people with severe disabilities who need house renovation services and make sure eligible disabled people, poor people with disabilities, and newly impoverished people with disabilities are included in the project, especially those severely disabled people who got rid of poverty in recent years but have not had barrier-free residence.

The notice emphasizes that the federations should report house renovation needs to local Party committees and governments, coordinate with relevant departments, and gain local financial support by including poverty alleviation, dilapidated housing renovation and relocation into the project.

Social forces and special public welfare lotteries are also encouraged to help speed up the progress and complete the task on time with high quality.

All provincial federations should step up evaluation and inspection of local renovation work ensuring both quantity and quality.

The federations should summarize and adopt the experiences of housing renovation for severely disabled people in the 13th Five-Year Plan (2016-2020), publicize the convenience of barrier-free residence construction for people with disabilities and create society-wide interest in participating in the renovation project.

It is necessary for the federations to establish a long-term work mechanism for barrier-free residence for poor disabled people in cooperation with civil affairs and financial departments.
