Videoconference held to advance poverty alleviation for people with disabilities

More measures will be taken to help eliminate poverty for people with disabilities in China this year, according to a videoconference on securing victory of the battle against poverty.

The videoconference was held by the China Disabled Persons' Federation (CDPF), the State Council Leading Group Office of Poverty Alleviation and Development, and the Ministry of Civil Affairs on March 31. The conference focused on mapping out measures to ensure that poor people with disabilities in the country are lifted out of poverty as scheduled this year.

The number of people with disabilities living in poverty in China fell to fewer than 500,000 at the end of 2019 from over 7 million since a record was filed. Their living and working conditions have been greatly improved.

However, due to the COVID-19 pandemic, it is still a challenge to get the poor out of poverty.

At the conference, Xia Gengsheng, deputy director of the State Council Leading Group Office of Poverty Alleviation and Development, stressed that the poverty alleviation departments at all levels should help people with disabilities make up their losses caused by the pandemic, and make sure that people who had escaped poverty do not slide back into poverty.

The civil affairs departments at all levels should improve the basic security system and strengthen assistance and support for extremely poor disabled people. A minimum living guarantee, temporary assistance, and subsidies for people with disabilities should be secured to safeguard their basic daily living, said Tang Chengpei, vice-minister of civil affairs.

Zhou Changkui, chairman of the Board of Executive Directors of the CDPF, emphasized that it is necessary to minimize the impact of the pandemic on poverty alleviation concerning people with disabilities. It is critical to understand and address the difficulties and needs of people with disabilities in the process of poverty alleviation.
