The development of China’s undertaking for people with disabilities was remarkable during the 13th Five-Year Plan (2016-20).
The living conditions of people with disabilities have improved significantly, as well as their sense of gain, security and happiness. More than 85 million people with disabilities are working with the people of the whole country on a new journey and sharing the fruits of a moderately prosperous society in all respects.
In the fight against poverty, different regions have explored various mechanisms to stimulate the motivation of people with disabilities to increase their income. The number of registered impoverished people with disabilities in rural areas was reduced from more than 7 million to 480,000 by the end of 2019, and the goal of eliminating absolute poverty was achieved by the end of 2020.

Winter sports for people with disabilities have been vigorously developed.
Significant progress has been made in preparations for the Beijing 2022 Winter Paralympics. China created the best results in history in the 2016 Rio Paralympic Games, winning the most gold medals and medals overall for four consecutive games, and also won the most gold medals and overall medals at the 2018 Jakarta Asian Paralympic Games.
In June 2019, the first national standard in the field of services for people with disabilities was released. During the 13th Five-Year Plan (2016-20), a budget of 1.46 billion yuan (about $226 million) was allocated from 2016 to 2020 to support the construction of 305 nursing facilities. In the implementation of the"Sunshine Home Project", a project to provide nursing care service for people with intellectual, mental and severe disabilities,4.33 million people across the country were benefited from it.
As of October2020, about 3.99 million people with disabilities have been provided with vocational skills training, of which 2.33 million were new trainees. A total of 545,000 people with disabilities were newly employed in urban area by the end of October, 2020.

In light of the current living conditions of the people with disabilities, the China Disabled Persons Federation has put forward suggestions to increase investment in the undertaking of the people with disabilities during the 14th Five-Year Plan (2021-25). It is necessary to increase investment in basic livelihood protection for people with disabilities and other disadvantaged groups, and investments in human resources development and employment promotion for people with disabilities must be strengthened, as must investment in service capabilities.
